You shouldn't get a garbage whistle for flagging the advertising reviews. By the way, flagging the advertising reviews barely done anything to your Whistle Status, you only get points for one review out of all of there other reviews because the review mods have to delete one review to ban the user.
If you want to improve your Whistle Status, flag reviews that say "Fuck you" towards the author of the flash, or "This flash is shit!" etc.
Here's a guide I made that may help you find abusive reviews, but keep in mind, I don't actually give any advice on what is and isn't abusive, but it's pretty obvious when a review is abusive.
